Does Grubbin evolve through simply leveling up? Or does it require a certain location or item?

you need to go to the Yureyu power plant, in the back room

Grubbin should evolve normally by level up (level 20) and Charjabug evolves by leveling it up one level at the back room of Shade's Gym.
