Wasteland Headbutt Tree and Seeds

i want a inkay (for a mono psychic run) but couldn't find the headbutt tree in wasteland.Some one could tell me the location (more precisely) of the tree?

 

Also, where i can find/buy more of the Elemental/Magical/Telluric/Synthetic seeds?

The seeds, I guess, should be available in Lapis ward green colored shop. No idea about inkay tho.

it is in the wasteland, do you know where the old man in the building is? if you go up onto the platformed area there's a headbutt tree up there that inkay is in
