Change to the Corrupted Pokeball quest?

So here is the issue I'm coming across; I've gotten the magnet powder and just picked up the corrupted Pokeball from the railnet. According to every video and resource I've come across so far, there is a scientists in the Critical Catch store I'm supposed to give the ball to. Only...he's not there. So was there a change to his location? is this a glitch and he's supposed to be there? Or does he now not show up until much later?

Because Gardevoir was too powerful and overused, the sidequest was moved back to after the 13th gym.

He was moved to much later in the game, after the 14th(?) gym battle.

Lovely. I guess Gallade/Gardevoir is considered too OP for even where it was at there?

Ralts has been pushed back almost as much as Magikarp.
