I've only seen posts where they say that corsola appeared in an event in apophyll before the city is rebuilt. can it appear in e18 in the wild somewhere, by fishing, surfing, diving or smashing rocks?

All Pokemon will eventually be obtainable. Check the Features tab here.

Also, you can still get it in the abandoned houses while diving in the Azurine region, I believe.

it says that corsola can be caught in the wild, but I checked underwater inside and outside the houses, surfed and fished with the 3 rods and I didn't find a single one. I don't know what else to do...

It is available in apophyll beach near the cave entrance. Maybe you need rain for it? I didn't notice while catching mine :P

I got one a few minutes after posting that comment xD 

I think there was an event for corsola but it was before the water becomes clean again.

I caught mine inside one of the abandoned houses while diving, just like I was told... It still took a while.
