ralts?

I got the corrupted pokeball and went to the pokeball store but the guy who fixes it to give me the ralts isnt there.

I have run into the same issue as well, I have just beat radomus and the  guy still isn't there

He was apparently moved back until Neo-Reborn since Garde is too stronk for the point in game it was at. 

 

Second time it got pushed back, since I believe it used to be in place of the Esper event in Peridot (pre-gen 6).

darn she was my go to pokemon for the ice gym. thanks for the info

No prob.  Definitely a sad time, especially since that gym has been reworked extensively, though I can't say whether it's easier or harder.

actually, the first episode with gen 6 still had Ralts in the early game, before being replaced by gothita, and then espurr.
