Espurr's Covet and new event pokemon

So, I'm in a new playthrough, and I decided to keep Espurr. Does its move Covet allows me to permanently steal an item, say leftovers or such?

 

Also, in early game, you can now go in the apartment building where Wingull was (I think) but, instead of it, it's a Joltik which saps electricity and will attack you if you have a Pokesnax.

From wild mons, yes.  From trainers, no  (outside of a glitch last episode, though that required 3 moves).
