[E17] Espurr?

Hey, I started a new playthrough for E17 but decided I didnt want the protaganist I chose and restarted it again but this time instead of an Espurr in the building behind the guy who asks for 150 pokedollers and a Minncinno was there instead? I tried once this morning and again this afternoon but the Minncinno is still there, is the pokemon there switched out daily or are there certain requirements or something?

I can confirm that Espurr still appears in E17, as I've gotten it twice today.
I don't know what determines if we get a Mincinno or an Espurr, but I'm willing to guess that it is the same kind of random magic, that determines if you get a Zigzagoon/Pachirisu on Opal bridge or the randomised two eggs you get in the Obsidia Slums and for rescuing the Daycare couple.

I think maybe espurr was moved back for E17. because it was pretty darn strong for where it was.

Are you sure? Because I had Espurrr in the playthrough when I restarted and it was definetely the E17 version. I have no idea why there was an Espurr in that playthrough but Mincinno is in this one?

After several restarts I think I've determined that there's some sort of random roll thats made when you begin the game. Anyways thanks for the help you guys, I've got my Espurr now.
