I haven't gotten that in the game yet but maybe u need it to hold the item then use the link heart and that might as well go for all the other pokemon that go by hold item trade evolution. Does it have to be holding a magmarizer? Yes. You also need the corresponding item (same goes for, say, Poliwhirl to Politoed: you also need King's Rock). Link Heart is only "Trade Stone".
