How to get mystery egg

I've only recently discovered that the mystery egg even existed. I went to the police station with a growlithe and talked to everyone there but there was nobody who wanted to trade with me (I also did the same thing with a growlithe egg). I've finished episode 16 and the city is now rebuilt. Were you only able to get the egg prior to you entering agate?

this event is only possible before you go to the circus (there are some ways you still can get it, by using teleport and going so to reborn before restoration, this is a known bug, to go back to new reborn you have to use fly)

Oh, that makes sense. Do you know where I can get a frillish then? It's the main reason that I want the mystery egg anyways.

The mon which you receive from mystery egg is already decided randomly at the start, I presume

By that I meant is there anyway BESIDES the mystery egg that you can get a frillish (like where to fish etc)

Sorry, it's only on the Mystery Egg. I would request one on the trade forums.

@sdddf4 you can find Frillish (or its evolution, at least) in the underwater cities (where those apartments have F, S or K keys)
