Yagami Posted July 2, 2017 Posted July 2, 2017 The Kyogre event is optional.The guy that you meet you when enter the mountain says that even if the player don't save Amber,it will work out safely.If you go to the lower section of the place,you can start the kyogre event.If you save Amber by beating the Kyogre,a HQ railnet key will be given for a ralts side quest.If you don't save Amber then you cannot get ralts.
