I know that you can find the shiny charm in eclipse's room, but to get it you must battle Aster for Waterfall, meaning you have to refuse to give blake the ruby ring. Is this the only way? is it necessary to refuse to give blake the ring to get the shiny charm in ep.16?

Yes. It is necessary to have to say no to Blake's offers. Otherwise, you can't have access to the shiny charm.
