Houndour in Episode 16

So in my current E16 run of reborn I joined the Aqua gang because I had joined Magma in my last run, under the impression that I would be able to obtain Houndour even if I had joined the Aqua gang. So currently I've completed the gang storyline but I can't seem to find it. Has it moved from previous episodes, is there a specific time/weather that I need to find it, or am I just mistaken in assuming that I can find it in the area behind Maxie after you beat him?

@Jinan B I found this on the Location Guide according to the number of Badges.

 

Houndour, Houndoom == Lapis Ward (grass) after City Restore [after Badge 13]

It's supposed to be in the Magma hideout, according to the location guide. No extra requirements/conditions. I'm guessing you're just incredibly unlucky

I think one of the extra condition is night time. Not sure if there is specific weather condition, but I only find Houndour sitting there at night.
