Do Horsea still carry Dragon Scales?

I've caught 7 Horsea using a Compound Eyes Dustox in Ametrine Mountain 2F, none of them carried a Dragon Scale. This thread: 

 said that they carry Dragon Scales at a rate of 5%, with Compound Eyes boosting that to 20%. Has the hold item been removed from the game since 2014, or should I keep trying to catch Horsea in hope of getting a Kingdra?

I'm pretty sure they still do. Maybe you just had bad luck?

Yeah,the item is still in the game.I caught around 50 Horseas and only 2 of them carried a Dragon Scale.

So yes you should keep trying!

I wouldn't suggest catching them all, though. Try using a Pokemon with Thief,  and if they don't faint / don't have the Scale, run away.

use pokemon that has frisk + thief like noivern to speed up the process

Yes, they do. One a side note, if your Dustox is quite high leveled, you can teach it Thief, instead of spending time to catch those Horseas.
