Turtwig Puzzle

I looked up a video to see where to find the person that has the puzzle, but when I talked to that person at the circus, they're still doing the Froakie puzzle. (I already got Dive).

Do I have to get past a certain part in the main story for it to switch to Turtwig?

Yes, i believe it's unlocked when the storyline requires you to go back to the circus for the second gym battle there

It's available after you beat the gym leader that allows you to use Dive outside of battle.
