The earliest you can get one iirc is off of a Sandshrew in the cave under the Great Stairway. I believe Sandshrews have a 50% chance of holding quick claws when caught. Give it to a Pokemon with Destiny Bond, keep resetting until the Quick Claw activates (a 10% chance I believe), and boom, dead Arceus. It would work with Perish Song as well.
