Numel in Reborn city

According to the guide " Pokemon Reborn Guide [2.0]" I should be able to find a numel near old train stration but i am not finding it . please help

I'm pretty sure it has to be raining. It definitely has to have some weather. I think it is rain.

I just went and checked it out. I'm pretty sure it only appears during thunderstorms.

it has to be raining and you need to have first badge

It appears in any rainy day but you have to defeat the 1st gym and have a pokesnax in your bag

Guys i got my first badge and it is thunderstorming then why is the numel not appearing

As the other people said, it needs to be raining, but not thunderstorming: I think that is because it is considered as a different weather effect. Also, you will need Pokesnax. If I am not mistaken, in the north-west part of Peridot Ward there is a man who sells it.
