Team magma HQ location

I feel like an idiot for asking this, but could anybody pinpoint me excatly to the team magma HQ location? I just can't find it and so I can't finish team aqua's mission.

when you approach the grand stairway at north lapis ward take a west into the cty for aqua abse and take an east and go hehind the buildings for magma base
