Was Cottonee Moved?

I read somewhere that Cottonee is supposed to appear in North Obsidia Ward on windy days.

Is this still true as of E14.6 or was Cottonee moved?

The Location Guide says it was moved to Route 4 on Sunny Days, so most likely yes.

I read it needed to be Windy, but I'll check again the next time it's Sunny for me.

It was not there on a Normal Day when I played yesterday. The wind ended during the day, so I got to check both Normal and Windy conditions.

Is it still a tall grass Pokemon or is it an interactable event?

It is available in the wild now so yea, it is a Tall Grass Pokemon.

The event that went along with it was axed a couple of episodes ago, I think Episode 11 or even earlier.

Also, weather should not be a factor in whether Cottonee should appear or not. Only the time of day will affect it, which it can be found during the Morning and Day.
