Disobey Away is a mod that completely removes the disobedience system-- and doesnt require a replacement of the scripts file to work, making it much more compatible with other mods and overhauls. To install, simply create a Mods folder in the Data folder of reborn, and put DisobeyAway.rb in that mods folder. So far, I've tried it with vanilla Reborn v18.4.1, AMB's modpack, SWM's modpack, and the Reborn Altforms mod. I haven't tried it with Reborn Memeforms, Reborn Redux, or the Randomizer mod, but it should theoretically work with all of them. Make sure EXP Gain is set to normal if you use AMB mods or you'll get reduced or no EXP if you're at the 'usual' gym badge level cap. Gym leaders will still tell you about the level cap, and your trainer card will still show the level cap. These can be ignored.
