That's the one. Just evolve it and level it up to Level 43 for Earthquake if you want to break the field. By the sounds of it, you need to branch out your team. The Gym Leader after Serra's going to give you hell otherwise.

There is a double battle involved. That makes sense, seeing how other double battles have been dealt with. For example, with the Pokémon on top of the bridge, they'd turn you away if you only had one Pokémon. Same with the Meteor battles in Mosswater - you had to challenge them in singles if you had a party of one.
