Easiest way to increase happiness is saloon. But if You wanna evolve poke, You need visit it often. Also, try avoid fainting, and just walk around with poke. (Be sure he is in front of Your party - but this will take a while).

And be patient. My Budew evolved around 18 lvl, with like 6-7 visits in saloon. You can check lvl of happiness in one of them, just talk to lady.

what affects the happiness of a pokemon. Is it time based or amount of steps taken

Pokemon got 8 levels up (from 5 to 13), and 5 times the obsidia salon and still no evolution
