Have you updated the Game since release?
That bug i think was resolved around 13.5.2
We're on 13.5.6 now -

I did have to rename your save to Game_8.rxdata (Cause i have 8 save files lol) but you can rename it back to Game.rxdata and replace what you have there

Ive Completed the 4 quests that pop up in Neo East Gearen and i cannot for the life of me find Adrienn nor Aya anywhere to finish progressing this quest

Get their from Kakori Village's Rail lift thing? (Top right of Village or going this path
From the Braviary Statue at beginning of Deep terajuma Jungle>Top Left of map>Deep Terajuma Jungle again>Mirimura Cave
Go up lift>Exit back out to Deep Terajuma Jungle (Area with the Binoculars and the Chatots sitting on it)
Go down on this tile here
Go all the way to the right to 2nd lift, take the lift up, Exit cave to Mt.Terajuma
Cross the bridge and go up the stairs to top, go right
If you see this statue here, The Weather Institute is right here

Was the Images for the Obliteration spell removed from the Graphics folder?
I remember seeing them around the first couple updates and now i cant find them at all now

Its just a low encounter rate
You can use the Magnetic Lure and catching the mons to force one to appear faster
(Magnetic lure is obtained via Kecleon shop)

I finished the Lighthouse request but never got the Mareep reward. The Help Center clerk kept giving me the same dialogue you get after the team AA grunts steal your TM reward. In the quest log it says you get your reward from Crawli but that doesn't seem to be the case either.
Edit: I talked to a different Help Center clerk, and they gave me the Mareep!
Idk if the Terajima Help center reward collectors are bugged or not but If it works with the other ones then it works lol
