is there an event that needs to happen before croagunk is in the cave? I have the ring and soul candle and he's still not there

i didnt find Croagunk....and i have the soul candle and silver key silver ring i meant lol

i thought it was a one time thing....how much do you have to give the guy before he moves?

i missed out on the ralts in the beginning, is there anyway to get a gardevoir any other way?
