Yeah, pretty much. I still find that, for the plot Hiro had planned, the timeskip was absolutely useless, but I commend the job of the anime writers for creating a "filler" arc that not only gave a lot of significance to the timeskip, it also established some plot points for later arcs to build on.
So much so in fact, that Hiro himself acknowledged Key of the STarry Heaven as canon, by having characters in later arcs of the manga reference that anime-only arc.
