Iirc the Meteor members that you encounter are the ones that quit/die (Tara and Simon?), so I'm guessing you can't do it. -
You can find level 41 Noibats in the Underground Railnet. Just use a few Rare Candies on it

I don't know if it's been removed from the mining rocks, but you should know that it's really rare anyway. Just save right in front of a rock and reset every time you don't find one.
