It's random. You just gotta get lucky.

The trick? Save, hit & fail, F12, hit & succeed, claim prize, Save, hit & fail, F12...

Use quicksave/soft reset, a lot. Chances of hitting it is probably somewhere around 1/100.

Or use Pokemon with Sheer Force, Huge Power, Pure Power or Guts, they'll always hit maximum rolls on High Striker

Nope, i just tested it because i have been trying to get that TM forever and just decided to leave it be but, that does not work. I had a pure power, huge power, and a sheer force Pokemon in my team and still got mostly weaks! and ok's! Still no TM.

I thought this was already addressed that the abilities on the pokemon had no effect, unfortunately.
