Hunting for Pokesnax

I've recently began Pokemon Reborn although I've been watching shofu's series covering reborn for a while now, so I get the general gist of the game, but I have episode 11 and I have no idea where to find these "pokesnax". I have two pokemon with pick-up and I keep trying to look for the vendor near the jasper ward, but he isn't there. Does he show up only under certain conditions (weather, time of day, completing an event, etc)? How difficult is it to pick up pokesnax via ability pickup? I want to get Ralts and Pansear just so my Mudkip doesn't hit the level cap.

Also, by any chance, does anyone know where the Magby is? I see the Pansear where Magby originally was, but personally, I'd prefer if I could get Magby. (you don't need to answer this question, I'm just too lazy to start another topic)

There is a Vendor in the Northwest part of Peridot, southwest of the entrance to Jasper.

As for the Magby, it was replaced. Magmar is too OPOPOPOP

The vendor will only turn up in clear weather, or when it's sunny. I'm not sure about wind but he doesn't show up when it's raining. As far as events go, you just need to make it to the vendor that Ark mentioned. Magby's been removed for Pansear. If you want Magby you'll need to find an older episode.

Are you referring to the man that sells you the pokesnax because for some reason he isn't there.

You can manipulate the weather using the calender on your computer. Just so you know.

Wait, Ark are you talking about the guy or the Magby? 'Cause if you're talking about the Magby then either you're tripping so hard a Pansear looks like a Magby, or I'm tripping so hard a Magby looks like a Pansear.

If it's the guy then he only turns up in certain weather conditions.

The vendor, I mean. Although, both show up in different weather conditions. The Magby in the rain, and the Vendor whenever he seems to be there.
