Potion nerf?

So I noticed that sometimes/irregularly potions are nerfed. As in, I noticed that when using hyper/ultra potions, the...amount of hp healed is not as high as it should be? It is to a significant level, as in easily a quarter or even a third of the supposed healing just not happening (~80hp instead of 120hp, ~110-170hp instead of 200hp). This does not happen all the time and I only noticed because sometimes, potions that should fill up the hp bar completely just...don't.

I'm on the latest update (v14.0.20 or so?) and do have a few passwords activated. 

Is this potion nerf supposed to happen??
