Can't encounter Rotom?

I've finished Narcissa's quest, at the end she tells you that there's strange noise coming from the top of the Lost Castle where you are supposed to be able to catch a rotom, but it's not there,, Did I miss something or maybe an item to trigger the event? Thanks!

if you talked to gabriel the director, it advanced the quest variable and made rotom disappear, currently bugged. post your save file here, i know how to fix it

saved right in front of rotom, you will need to talk to gabriel again for the appliance room

Did you have to revert a file to a previous save to do this because I've saved so many times over the ending of the quest that I doubt I'll be able to go back to it, nor will I want to as I now currently have every pokemon that's available shiny
