Controller Mapping Issue

I'm attempting to edit the controls for my wired xbox controller attached to my pc, but when I get to the screen pictured below my controller's inputs aren't being accepted while looking for new bindings.  The controller functions as intended on all other screens while the game is open, but not while in this screen specifically.

Clear all the controller input bindings and use Joytokey instead. That's what worked for me.
