How do I obtain cut?

Hello, I'm a new player and i'm currently up to the part where you're meant to find Amaria to obtain cut. But, I can't find her anywhere in obsidia or peridot? I've checked every building and alley and talked to everyone i could find

Trough Obsidia Slums, go to Coral Ward. She's at a pier.
