Can’t find Dive

Yo first time posting here I can’t find dive anywhere in Episode 19. The puzzle isn’t in Agate circus anymore then I heard you Anna or Noel or them give it to you but I talked to all of Anna Noel Shelly Hardy and Cain after beating Hardy and still don’t have dive. Any ideas? Thank you

You obtain it after beating Charlotte, have you gotten that far yet?

Yeah I beat Charlotte and talked to the orphanage kids and Cain and Hardy but I still don’t have the actual TM
