I know that the E19 TM location spreadsheet says that the Sludge Bomb TM is found in the Tourmaline Desert, but does anyone have any hints on where exactly in said desert its hiding?

Mirage tower location when the tower is not there.

And if I've already caused the tower to appear, is there a way to have it despawn or something?

I think (at least it did in episode 18) you can go find another oasis and take another shard and it disappears again
