I've done it! Since version 19.5, for debugging to work, everyone needs to create a Mods folder inside the PATCH folder.

I created and placed it into the folder as instructed, but the debug mode still doesn't work. Could it be that it is only compatible with a specific version of the game?

Hasn't been updated for version 19.5. There's also a built-in debug mode, just use the password Debug either at the beginning when asked about passwords or through the Pokemon PC passsword option. That will disable online trades & random battles though.

Doesn't work, just makes the game crash when you try to use it.
