Its likely that it is not in this version of the game, because fan made games like this try to bump up the difficulty of the games and one of those ways is by not giving you the really good TMs untill very very late in the game

I'm not far into this game but I doubt it. 
Desolation is on the same level as Reborn and Rejuvenation, exceeding the mainstream's difficulty level to it's fullest extent and Earthquake is an easy button because it annihilates.

It isn't, but you can get Flygon and get a powerful ground type that knows earthquake that way.
