Chandelure Sidequest

I beat Madame X's clone and the following Rift Chandelure but litwick didin't show up, what am I missing? I also watched the team xen grunt paying respects to his mother and I checked all of the tombstones.

You need to place a "cursed candle" on the northernmost gravestone. It can be found in a chest in the wispy ruins (I believe it's the one that requires 5 badges.)

If I remember correctly it's behind one of the Wisp Ruins gym doors
