Spinal is always raining

Ok as the title says, i wanna try and get the sticker from spinal when u give medicine to the girl that got teleported, but i cant get the sticker cause spinel is always raining even though the weather forcast says temperature rises and sunny. Pls help me how to make it sunny???? also im sorry if this has already been asked.
