Pokemon Rejuventaion Stuck after Chapter 13

So i have finished Chapter 13 and i seems like i cannot continue. I have looked up where to go and it seems like Eren is supposed to be standing at the southern part of Route 9 before the scholar district but he is nowhere to be found
