You can get access to both items after the 4th badege through side quests.

I'm after the Kimono Girls challenge and I want to evolve my Eevee into Umbreon

You need to do the Lost camp side quest to get access to the EV berries and collect 35 Zygarde cells to get the soothe bell

I did those already, probably forgot to collect the rewards

How do I get back there? I don't have Fly HM and going south from Gearen seems to be a dead end.

You have to progress through the story to get the Fly HM and bevor that there is no way to return to Gearen.
