Mega evolution

Hi pokemon reborn fans!

When is the earliest I have access to mega evolution, can I get it right when I go back to the restored reborn city or do I have to beat a certain gym first

The second part of the sidequest doesn't become available until you beat the Steel Gym

Spoiler

likely because Arclight needs some time to heal after what happens to him when you first arrive to Neo Reborn

though that does mean that your levels should be enough to handle the trainers involved. Go forth and sweep the last three Gym Leaders* with your newfound power!
