Azurine island, use headbutt on the trees.

I ran into Yanma just in grass on the island

Hell these things are hard to find, but they are infact in the trees and if you want to hit the trees I suggest bidoof because he learnes headbut early (17) and it always fun watching a bad pokemon hurt its head.
