Houndour

I joined team aqua under the impression I'd be able to find a Houndour in the alleyway. I tried reading some pre-existing forums and got conflicting results of people saying it's just sitting in the alley wanting pokesnax, it's a rare encounter, it requires certain times/weather, etc. I can't get it to spawn via any method. Anyone have a modern, confirmed answer?

Before city restoration you can find it in magma alley it's level 22 or so and needs a pokesnax, I found mine at night I think. After restoration same alley but wild also can find houndoom

 

In Aqua alley you can get murkrow or with a rod Carvahna in the little pool of water

I got the murkrow in aqua alley, but in the magma alley, there is no houndour. Weather/time of day/etc doesn't matter, it's just not there.

Apparently after extensive research for this same issue. I believe you have to wait till after Aya or Serra, I'm not sure which, time/weather doesn't matter as far as I know.

Then it should be a random encounter
