[V11 spoilers] side quest need help

Specifically, Legend of the Void. Told to speak to a man rammed "Hyu'ro" in the village. but I've been looking around and speaking to the very few NPCs for hours, where is he? i'm not sure if i'm blind or his just not here

He's inside one of the houses and looks like a construction worker.

His not in the help center, not in the Inn, not in the two south houses, not in the research center, not in the most northern house.

I'm either missing a house of his not here
