Has anyone actually tried applying the Active Time Battle system to Pokemon?

Yes to SPEE. But for a metagame that is an awful idea. It's like expecting a random person to be able to perform and script something with Smash given you would need a server to make that even logically work and to handle lag and such. Time and flow is much more critical than turn based.

 

I'm not as much of a fan of ATB so I haven't dug around for games that use that system. There are some but you'd have to dig for them yourself since I'm more geared towards turn based combat.
