Where to find slowpoke?

I've tried using the super rod in the little lake on route 4 near the waterfall but it says I can't use it there.

Also, I tried all the lakes on top of the rock climb spot on route 4 and in Agate city like the pokedex says but I still can't find one. All I find are Lumineon, Wishiwashi and Basculin.

it's a rare encounter 1/5% forget which though but it is with super rod where you find event Absol

Thank you. I just spam clicked my super rod until it let me fish. Seems to only let you fish there on the last rock and turning around.
