Elvenlore Posted June 26, 2018 Posted June 26, 2018 I don't know about Rejuvenation but in Reborn you find Feebas in Celestinine Mountain's 4th floor via fishing, but iirc only in a specific patch of water. You evolve it by trading it with a Prism Scale, or by using a Link Stone on Feebas while it is holding a Prism Scale. Note you can only access the water patch containing Feebas once you have Surf, Dive, and Waterfall. You'll also need Strength and a Good Rod.
