Move Boosting Abilities

I have a quick question about how abilities like tough claws and sheer force work.

It boosts moves by 30 percent. So for example, would a move like drill run that has 80 base power become 110 power, or will it become 104 power?

 

Is it 30 percent of a 100 or 30 percent of the moves power?

I'd say 30 % of move's power.  According to Serebii:

 

"Moves with a secondary effect are increased in power by 30% but lose their secondary effect"

Yep, it's 30%, meaning that a Sheer Force Drill Run would have 104 base power.
