I uppgraded the slums and i do now want to find the team aqua leader, does anyone know where he hangs around?

Turned out i needed to bet the opposite gangleader in one of the smoke-filled room thingys in order for him to appear, so now i got him there! Great! i just have one job i need to hand out, and it is to a guy who wants it quiet, but not a library. Any ideas?
