Possibly a Rotom similar to the dimensional rift Pokemon. A twisted 'mega' rotom. It would also explain why he sleeps and recharges in a power plant. Either that or it uses some Electric or Ghost version of instant KOs like Horn Drill and Sheer Cold. I'm hoping for just high SpAtk like you said though.
