The Shiny Charm can only be obtained if you say "No" to Blake in Ametrine Town three times in regards to giving him the Ruby Ring. After the battle against Blake on Ametrine Peak, return to Calcenon City. One of the houses should have a short cutscene and then you can get the Shiny charm which is in the next room. You can get shiny charm currently only if you decided not to give the ring in Blake's apartment. It will only appear in the calceon city aster's room....
